Scottish Ministers and COSLA Leaders considered the robustness of these estimates, and through negotiation, reached agreement on adjustments to be made to revenue and capital initial estimates in order to arrive at reasonable and evidence-based funding national totals.

The Inuit vision is an ELCC system that provides the best possible start to life for Inuit children, including the opportunity to learn and speak Inuktut, to grow up prepared to live a harmonious life rooted in Inuit ways of knowing, and to be equipped to participate in Canadian society.

Curriculum should also integrate a trauma-informed approach to help mitigate adverse childhood experiences and support children as they grow. By fully funding this commitment, we will ensure that all children receive high quality early learning and childcare, in the public, private and third sectors.

Inuit have self-determination in the development, design, and delivery of programs and services for Inuit children and families. The Framework provides a commitment to collaborate, through real partnerships with Indigenous peoples, enabling Indigenous-led early learning and child care programming for their children and families.

As such, partners in this Framework are committed to ongoing collaborative working relationships with Indigenous governments, provincial and territorial governments, and with Indigenous organizations and service providers to support the improvement of ELCC for Indigenous children and families.

The agreed funding package is the product of extensive work by the Scottish Government and local authorities to prepare robust cost estimates for the expansion. This investment will deliver around capital investment projects across Scotland, including more than new nursery facilities.

We will work with stakeholders to define standards for providers of the nationally funded ELC provision.

Early education and care

Fathers and male caregivers have important roles to play in strengthening children, families and communities. Program design and planning that is inclusive of collaboration amongst Inuit and government stakeholders, and supports the best interests of Inuit children and families.

In rural, remote and isolated settings, Indigenous children and families often lack available ELCC programs and services and the need for supports for children and families is often critical.

It points a way to a present and future where Indigenous peoples determine the programs and services their children need and Early learning and childcare all Indigenous children grow up in an enriching environment that helps them meet their full potential. The Framework sets out a shared vision, principles and a path forward for Indigenous early learning and child care—a Canada where all Indigenous children have the opportunity to experience high-quality, culturally rooted early learning and child care programming.

ELCC programs can holistically support parents and families to participate in their cultures and languages. This landmark deal not only secures sustainable funding for local authorities, but also for early learning and childcare providers across the private and third sectors, including childminders.
